Define the areas and operating windows

A property plan can identify approved exterior and interior areas, tenant opening and closing patterns, loading zones, pedestrian routes, access points, and times when a visible presence is most useful.

• Parking-area and perimeter observations
• Entrances, walkways, loading areas, and common spaces
• Mobile visits or standing posts at defined locations
• Safety escorts when assigned, available, and permitted
• Incident observation and documentation
• Management or emergency notification under written procedures

Parking documentation is not tow authority

Assigned officers may observe and document permit, access, fire-lane, abandoned-vehicle, or other parking concerns under written property procedures. They do not independently decide whether a vehicle is removed, and a security report does not itself authorize a tow.

Coordinate tenant and management contacts

The post orders should distinguish property-management authority from tenant requests and identify who may change instructions, request assistance, receive reports, and approve after-hours access.

Set realistic public-facing duties

Private unarmed security personnel are not police. The plan should define observation, communication, customer-service expectations, prohibited actions, and when to contact management or emergency services.
